Divided government is better
Pres. Bush didnt use his veto power at all during his first term when his party the Republicans controlled both the administration and the congress. Spending took off as there was no-one to stop it. It took off so much that even many Republicans no longer call themselves Republicans.
Now that power is divided and the opposition - the Democrats - propose the spending the way they want not the way the President wants - Herr Jefe is using his veto power. This is the way it should be. Government the way the founders saw it was to be small and necessary, not some mammoth special interest bring-home-the-bacon spending machine.
